ARTICLE I
ORGANIZATION
The organization shall be known as the CANTON DIZZY DEAN BASEBALL organization CDDB ...5-18 (1991).
A. The purpose of this organization is to provide recreational baseball with the major emphasis upon fun and enjoyment for children interested in playing and learning the skills of baseball.
B. The program will always promote safety first, play be strict control over age, equipment and proper behavior for participants, coaches, adults, and spectators.
C. The major emphasis of this organization is to:
1. Provide children an opportunity for fun and enjoyment through a baseball program; age 5-18 with cut off date of April 1st of the current year.
2. Teach children baseball skills and techniques; and
3. Practice good sportsmanship and physical fitness.
 

ARTICLE III
LIABILITY
CDDB 5-18 Officers, Sponsors, Coaches, Managers, Umpires, or any other Supervisory personnel.  Are not responsible for injuries to participation Players, Coaches, Managers, Parents or Spectators. All are participating at their own risk.  Note: All Coaches and Managers must be NYSCA certified to participate.  Approved (1991)

ARTICLE IV
GOVERNMENT
This structure shall exist for the current season only.
A. OFFICERS
1. President
2. Vice President
3. Secretary
4. Treasurer
5. Vice President 13-18
B. MEMBERSHIP
1. Vice Presidents for each League
2. At Large Board Members (9)
3. Concession Stand Committee (6)
C. The OFFICERS shall serve for a one year period and shall be elected of appointed by a majority vote of the members present at the duly constituted meeting. All nominations shall come from the floor.
1. PRESIDENT
a. Calls and acts as presiding officer at all organizational meetings.
b. Shall appoint special subcommittees thereof.
c. Chairman of protest committees.
d. Accept and investigate all applications for new players or memberships.
e. Responsible for league schedule.
f. Responsible for coordination of all activities relative to tournaments and the annual all star games.
g. Any emergency involving actual or suspected misconduct or regarding any property of moral integrity of members, the President shall and is hereby empowered with authority to act on his/her own initiative, to secure the assistance of the local or municipal, County, State and Federal Law Enforcement Agencies including execution of affidavits in support of criminal warrants, to protect property and moral integrity in compliance with the intents and purpose of the organization in ARTICLE II hereof.
i. CDDB 5-18 is hereby given the authority to designate, obtain and retain legal counsel or other agents so as to provide a quick remedy to secure the organization's property and ensure moral integrity.
j. It shall be the duty of the President of CDDB 5-18 at the board meetings, public meetings, to outlay all important dates and times; such as meetings, tryouts, starting of practice, starting of the season, and tournament dates, and times.
2. VICE PRESIDENT
a. Presides over special meetings of all leagues.
b. Investigates and presents all facts relating to the protest committee.
c. Arbitrates league problems prior to bringing them to the organization's.
d. Responsible for keeping up-to-date weekly standings of all leagues and notification to the League Vice President.
e. To carry out any of all other duties as designated by the President of the Leagues Vice Presidents in case of their absence.
f. Vice President 13-18 presides over special meetings of this age group.
3. SECRETARY
a. Maintains an accurate record of all organization meetings.
b. Secures and maintains all records and documents pertaining to CDDB... 5-18.
c. Shall notify the board members in writing of by phone of dates and times of meetings.
4. TREASURER
a. The organization Treasurer shall open a checking and/or savings account at a certified bank and/or savings and loan association.
b. All bills and other obligations of the organization shall be paid by checks.
c. All checks shall be signed by the Treasurer.
d. Prepares an annual audit and makes same available to organization membership.

ARTICLE V
MEETINGS
A. There shall be one (1) membership meeting annually.
1. This meeting shall be held the SUNDAY after LABOR DAY in SEPTEMBER.
2. The purpose of this meeting is to:
a. To elect new officers;
b. To give a Financial Report
c. There will be a managers and coaches meeting in March, to discuss rules, select an umpire association, to sign up managers and coaching positions.

ARTICLE VI
PROBLEMS, COMPLAINTS, GRIEVANCES, & PROTESTS
A. All problems, complaints, and grievances relating to organization activities shall be processed as set forth below: Note: Non-Participation complaints shall be considered and handled as grievances.
1. Coaches, Players, and Parents shall first discuss the issue with their League Vice President.
2. Should the Vice President not be able to settle the issue, he shall then discuss it with the Organization President.
3. The President shall investigate and try to arbitrate the issue.
4. If a solution to the issue cannot be reached, the President shall present all relative facts to the Board for settlement.
5. Unless the above steps are followed, the problem, complaint, or grievance shall be Auto matically disregarded.
6. President conduct regarding complaints.
a. Any duly elected member of the CDDB 5-18 Vice Presidents who receives a complaint concerning any organization manager or coach or any other matter pertaining to misconduct by members of CDDB shall immediately upon receiving this information, make it known to the President of CDDB. This information shall not be discussed with anyone other than the President and the parties involved in the complaint.
b. Any Vice President who violates this rule, shall be brought before the Vice Presidents to show cause why he/she should not be removed from said Vice Presidency.
c. No member of the Vice Presidents shall mail or cause to be mailed by correspondence relating to any matter involving CDDB to anyone without first securing permission from the President. Penalty same as B above.
B. Protest involving a Playing Rule:
1. Managers/Coaches shall first discuss the issue with the umpire.
2. If protested, let it be known to the umpire that you are playing the game under protest.
3. Protest must be in writing and submitted to the Vice President of league within forty-eight (48) hours. A fifty dollar ($50.00) fee must accompany each protest.
4. If the protest committee rules to deny the protest, the protesting filing fee shall go to the organization Treasurer. If the protest is upheld, the fee shall be returned to the manager/coach filing the protest.
5. All protests must be handled within five (5) days.
 

ARTICLE VII
AMENDMENTS
A. The constitution may be amended by an affirmative vote from three-fourths(3/4) of the Board members of any duly constituted meeting.
B. Amendments shall be made in writing to the organization Board members.
C. The Board members shall indicate to the President at said meeting whether or not they approve or disapprove of the stated amendment.
D. When a motion is on the floor 50% of the members must be present, and motion must be carried by 75% of the voting members present. (1994)

ARTICLE VIII
FUNDS
A. Any funds raised through the operation of the organization shall be disbursed only for the operation of the organization.
B. Should any player cease to be a member of his/her team after the season starts, their amount in the organization funds shall be forfeited and remain in the organization funds.
Note: No refund after uniforms are issued.
 

ARTICLE IX
PENALTY FOR CONSTITUTION INFRACTION
Violation of the Constitution of Canton Dizzy Dean Baseball 5-18 by any person/persons that is not in the best interest of this organization is subject to dismissal from league activities for life or to be put on probation, whichever the Board of Directors deem necessary.

BYLAWS
A. The BYLAWS may be amended by a majority of those member present at the duly constituted Board Meeting.
B. The following BYLAWS, unless otherwise amended, shall govern the organization each year.
 

COMMITTEES
A. The Concession Stand Committee will be appointed by the President, and this committee shall select their own Chairperson.
B. The Protest Committee will consist of the Vice President of that age group and four (4) other Vice Presidents of the organization. The four (4) Vice Presidents chosen not be from the team/teams involved in the protest.
C. Any other committee which is deemed necessary by the President to operate the organization may be formed.
D. The Sponsor Committee sells sponsorship signs, collects for these signs each year and seeks other sponsors or donations throughout the year.
E. Ladies Auxiliary a fund raiser to help supplement the program.
 

PARK RULES
1. Manager/coaches MUST help with fields after rain delay.
2. Players, managers, or coaches or fans ejected from his/her game twice in the current season must appear before the board.
3. Alcoholic beverages or drugs are not allowed at the ball park.
4. Fighting is not allowed. Note: Penalty, Banned From Park
5. Profanity is not allowed. Note: Penalty, Banned or Suspended From Park.
6. Managers are responsible for all equipment issued to them and are required to return this equipment after their last game of the regular season or playoff game.
7. Throwing equipment in anger is prohibited, ejection without warning and must appear before the Board. Note: Players and coaches
8. Any team assigned concession stand duty that refuses to work or causes the concession stand to close will cause their manager to forfeit their next scheduled game.
9. Player shall not dig holes in outfield or infield. Note: Penalty, after one warning remove player from game for six (6) consecutive outs. Next offense, after player returns to game, is ejection.
 

PLAYING RULES
A. All games shall be played under the Official Rule Book and General Information of Dizzy Dean Baseball, Inc..  Note: Refer to the Official Professional Baseball Rules when not covered in the Dizzy Dean Rule Book.
B. Rules set forth in the Dizzy Dean Rule Book will be used in all tournament, All Star, Playoff and Regular Season games.  Managers are responsible for his/her fans.
D. Local Rules are set forth for regular league play only.
 

LOCAL RULES
1. 1984: Any team can start a game with eight (8) players, but if said team loses down to seven (7) players, by injury, ejection, or any other reason causes the team to forfeit the game. If both teams have only seven (7) players, both teams forfeit.
2. 1984: Face shield helmets must be worn by all teams in the (8-12) age groups. This is mandatory in tournament and league play.

  • 1994: "CHANGED IN 1994 TO: ALL TEAMS IN THE 5-14 AGE GROUP." Face shields are optional for the 13-14 year old age group and Riverdogs (Travel Teams) are at Parents discretion. amended 4/9/00.

  • 2006: All Star team players will be allowed to remove face masks in the Coach-Pitch age groups.  Parents who want to remove the face mask must sign a team waiver.  If the All Star Manager chooses, he may require the entire team to wear face masks.
     

3. 1984: Mandatory slide rule shall be in effect during all local regular league play for the safety of all players.
4. Time limits for all age groups 5-12
a. (5-8) one hour and fifteen minutes (1:15).
b. (9-12) one hour and forty-five minutes (1:45). 
c. And/or six innings of play whichever comes first.  Sixth inning begins when last out from 5th inning is made.   Innings already started will be finished in the spring season only.
d. 13-18 two hours or 7 innings whichever comes first.
Note: No inning (13-18) to start after 10:30 p.m. Monday thru Thursday.
5. All adult base coaches & pitching coaches must be in team cap and jersey to participate on the field.
6. There is a seven run rule limit per inning in the 9 & 10 yr. leagues. Same as 8 & under.
7. No manager or coach will tell a player to run over another player in the baseline. The manager or coach will be ejected for telling him to.
8. All players must play six consecutive outs and one at bat unless the game is shortened by rain, time limit or run rule.
9. 1990: Every player on each team shall bat in all 5-12 league games.
10. Age 9-12 Batting order can start game with 8 players; 9th batter is not an out.
a. If team start with full batting order or team, all must bat or player missing turn at bat is out. of Batting order: Player must be present when batting order is turned in.
b. Cannot bump batting order up.
c. Cannot substitute, pinch hit, or run for injured, ejected, or sick player. If a player is already in the batting order or line up, rule an out.
11. 1990: if a pitcher hits 3 batters in one inning, the pitcher will be removed from the mound for safety reasons for the remainder of the game.
12. Speed up rule. If there are two outs and catcher is on base, the player who made the last out must take catchers position on the bases.
13. Any team 7-8 or 10-18 who does not have enough roster players show up for a game may pull up from their farm team enough players not to exceed nine (9) or to exceed the opposing teams fielding players. Players pulled up must play in the outfield or catch. If a roster players shows up late, he must be inserted in the farm players batting position and the farm players then will become ineligible to play.
14. Player who is physically unable to play as determined by the umpire, his turn at bat will not be counted as an out. This does not include sickness, and once a child is taken out of the game for injury they cannot reenter game (amends local rule 10. a, b, c as required)
 

UMPIRES
1. Balks age: 11-18 rule book.
Balks age: 9-10 four balks to call:
a. Winding up with runners on base and dropping the ball.
b. Starting a wind up with runners on base and stopping.
c. Not toeing the rubber in set or wind up position with runners on.
d. Being on or straddling the rubber or in the 10ft. circle without the ball with runners on base.
2. Call Consistently all ages 9-18:
a. Obstruction
b. Interference
c. Balks
d. Timeouts by manager or coaches who just walk out on field to talk with pitcher during warm ups.
e. Fake tags
f. Too many coaches outside dugout (only 1).
 

SENIORITY
A. Approved in a pair the man with the highest seniority gets the team. 2/27/89
B. Managers with high seniority chooses color (or name) of the team, if there is a tie in seniority there will be a coin flip to determine who chooses first. 2/27/89
C. Tie for seniority with the two pair for having a team, the Board will select the Manager. 2/27/89
D. After being approved together as a coach and manager, at the screening, we'll allow the pair to designate which one they want to manage between them. 2/27/89
E. A manager or coach can hold his/her seniority for one (1) year if they are absent for sickness or job related absence. Any other must be brought before the Board of their discussion. 2/27/89
F. Being dismissed form the program is not acceptable.
G. All Star teams can be passed down but must go manager to manager in that age group.
 

TIE BREAKER SYSTEM
A. Any team tied for first place in a half will have a one (1) game playoff to determine the winner of the half.
B. Any two (2) teams that win each half will play a best of two (2) out of three (3) for the overall championship.
C. Any three (3) way ties for second (2nd) place in a half will be: Head to Head/Common Opponents and Run Differential.
D. Any teams tied for second place will have a one (1) game playoff to eliminate teams for second (2nd) place awards.
 

TRYOUTS AND DRAFTING OF PLAYERS
A. Mandatory tryouts for ages 5-7.
B. Any new player coming into program will be required to tryout.
C. Any player not present at tryouts will be placed in a drawing at the end of the regular draft.
D. Only the manager and his head assistant coach will be allowed to attend the draft.
E. Draft system is 1-6 or according to the number of teams in that age group.
F. For All Star selections, each manager will nominate the top 6 players from the league. The top 6 vote getters will automatically be on the 1st team. The manager picks from the remaining players in the pool to fill out his roster.
G. A mandatory minimum of 11 players must be carried on the 8 and under all star teams. (Ten players for 9 - 18)
 

CATCHING RULES 5-6
No Adult will be team catcher - NO ADULT will be used as a courtesy catcher to speed up the game.
 

LEAGUE DEBTS
No manager, coach or anyone involved in Canton Dizzy Dean Baseball will be allowed a team or coaching position if they have any outstanding debts, returned checks or cancelled checks, uniform payments, etc. with the program entering the current season.
 

CERTIFIED MANAGERS AND COACHES
Any manager or coach who has not been certified through NYSCA for the current season or who has not been certified at all before the end of the first (1st) half (8) games will be removed from coaching for remainder of current season.
 

ALL STAR
11 year players cannot be drafted on the 12 year team unless he/she is not drafted on the 11 year team. 13 year player cannot be drafted on the 14 year team unless he/she is not drafted on the 13 year team.
 

FARM TEAMS
Farm League Team 8 and under cannot be used as a Farm Team for the 9 year League. Minor League start at 9 year minor teams can pick a team below them. Note one (1) age down with the same name and jersey. If no team is available the League VP will designate a team for that season. All teams must use same team all season 12 year old Farm Team for the 13 and 14 can only play outfield when pulled up to play. Managers must get permission from 12 yr. manager or parent for player to be pulled up.
 

EQUALIZATION RULES
1. All players except protected player must go into the draft system to be placed on teams. (1992)
2. All in league teams that play a Canton Dizzy Dean league schedule during the regular season must wear team issued jersey and plain gray pants, socks and hats.
3. Manager remind umpires to use outside mechanics in 10 and under.
4. Handicap parking at Legion Field is third base side between dugout and batting cage.
5. Any manager going into the draft without a son, daughter, grandchild, nephew, etc. not signed up to play will be allowed to pick two (2) coaches with children signed up to play to protect coaches must participate in half of the season practices and games. (1989)
6. No one can be manager of two (2) teams in Canton Dizzy Dean Baseball 5-18, but can coach with as many team's as he/she can.
 

COACHES
A. Regular Canton Dizzy Dean Coaches will be picked by seniority, this amount will be totaled by the President, determined by years of service.
B. Traveling teams will Volunteered, if more than one coach volunteers the Board will be asked to vote on that issue to determine the coach that will have that team for that year/ season.
